I think wine scores are helpful but not the end all. As for Texas wines, well I can remember when Texas was producing more Chateau Bubba that you couldn't even to blister a horse with than anything drinkable. They have come along way. Kentucky is trying to break in to wine producing. Right now I think their whites are good but still have a ways to go. Don't bother with their reds.
Classic wisdom it that it takes at least 20 years to develop a vineyard—what vines work, what winery techniques work. Texas wines date to the mid-1970s, so they are on track. Kentucky—go for it.
